Andrew L. Rouse

CPA, MST

Senior Manager

A Senior Manager in Blackman Kallick’s Insurance Practice, Andrew provides insurance audit and consulting services to clients in a wide range of insurance specialties. With expertise in financial markets and investment valuation, he serves private equity and venture capital funds.  In addition to his role as an auditor, Andrew consults with clients on the use of technology to automate the accounting process and add efficiencies to the internal audit function.

Andrew brings a detail-oriented precision to address his clients’ complex accounting challenges including:

  • Auditing insurance companies reporting on both a statutory basis and in accordance with US generally accepted accounting principles (US GAAP)
  • Auditing private equity and venture capital funds reporting on a US GAAP basis or in accordance with the Small Business Administration’s rules and regulations for small business investment companies (SBICs)
  • Streamlining internal audits through the use of computer-aided audit tests
  • Implementing software to automate the accounting process and provide clients with increased visibility of their financial performance

To ensure Blackman provides clients with timely updates and proactive ideas, Andrew remains on the cutting-edge of emerging insurance accounting standards, such as Statements of Statutory Accounting Principles (SSAPs) No. 43R and No. 100. These new standards affect how insurers account for mortgage-backed securities and how they measure fair value, respectively.

Andrew’s clients also benefit from his experience with international accounting standards. As part of an exclusive HLB International secondment program, Andrew spent five months in Australia during the country’s conversion to International Financial Reporting Standards (IFRS) in 2006, giving him first-hand knowledge and insight into how to facilitate the impending transition for US insurers and other types of companies.

Andrew is a member of the Association of Lloyd’s Brokers and the Insurance Accounting & Systems Association (IASA), as well as the American Institute of Certified Public Accountants and the Illinois CPA Society. He received his BS in Accounting and MS in Taxation by the University of Illinois at Urbana–Champaign.
